Taiwan\u2019s criminal justice system has gradually established mechanisms for on-chain fund flow tracking and asset freezing; however, the subsequent issue of &#8220;how to return assets after freezing or seizure&#8221; remains to be addressed. This symposium aims to foster an exchange between academic research and practical experience. We invite submissions from all sectors to jointly explore mechanisms for the tracing, seizure, and restitution of virtual assets in Taiwan and to propose policy recommendations.<\/p>\n<li style=\"margin-bottom:8px\"><strong>Symposium Information<\/strong><\/li>\n<p>Symposium Title: Symposium on Virtual Asset Tracing and Restitution Policy (3rd Web3 Cybersecurity Forum)<br \/>\nDate: November 12, 2026 (Thursday), 13:00\u201318:00<br \/>\nVenue: International Conference Hall, Jihe Campus, Ming Chuan University<br \/>\nSubmission Email: npacib@gmail.com<br \/>\nAbstract Submission Deadline: October 31, 2026<br \/>\nNotification of Review Results: By November 6, 2026 (via email to the corresponding author)<\/p>\n<li style=\"margin-bottom:8px\"><strong>Call for Papers: Themes<\/strong><\/li>\n<p>Centered on &#8220;Mechanisms for Virtual Asset Tracing and Restitution,&#8221; this symposium invites submissions covering\u2014but not limited to\u2014the following topics:<\/p>\n<ul style=\"list-style-type: lower-roman\">\n<li><em><strong>Research on the Restitution of Frozen or Seized Virtual Assets<\/strong><\/em><\/li>\n<p>Topics include legal procedures following seizure, entities authorized to initiate restitution, legal bases for court rulings or dispositions, and the judicial documents and cross-border cooperation mechanisms required for overseas exchanges and stablecoin issuers to execute restitution.<\/p>\n<li><em><strong>Evidentiary Aspects of Blockchain Fund Flow Analysis<\/strong><\/em><\/li>\n<p>Topics include minimum requirements for blockchain fund flow analysis reports, wallet attribution, data sources for risk labeling, verification methods for transaction hashes (TxHash) and fund paths, and establishing evidentiary standards for on-chain analysis results that are acceptable to prosecutors, courts, and overseas industry operators. (III) Exploring the feasibility of virtual asset restitution from the victim&#8217;s perspective.<\/p>\n<li><em><strong>Exploring the feasibility of virtual asset return from the perspective of victims<\/strong><\/em><\/li>\n<p>Topics include the parties eligible to apply for restitution, application documents, supporting evidence, review mechanisms, and execution channels; the division of responsibilities among courts, prosecutors, law enforcement agencies, and industry practitioners; and the feasibility of establishing standardized SOPs for application, review, and restitution. Submissions are welcome on topics such as virtual asset crime investigation, cross-border asset restitution, judicial seizure, on-chain evidence, protection of victim rights, virtual asset regulation, and public-private partnership mechanisms.\n<\/ul>\n<li style=\"margin-bottom:8px\"><strong>Eligibility and Submission Guidelines<\/strong><\/li>\n<ol>\n<li style=\"margin-bottom:8px\">This symposium accepts open submissions; there are no restrictions on the submitter&#8217;s background.<\/li>\n<li style=\"margin-bottom:8px\">Language: Chinese or English.<\/li>\n<li style=\"margin-bottom:8px\">Word count: Generally within 8,000 words.<\/li>\n<li style=\"margin-bottom:8px\">Presentation format: Oral presentation (15 minutes) or poster presentation (A1 portrait). Submitters may indicate their preference, though the final presentation format is subject to the review outcome.<\/li>\n<\/ol>\n<li style=\"margin-bottom:8px\"><strong>Submission Method and Deadline<\/strong><\/li>\n<ol>\n<li style=\"margin-bottom:8px\">Abstract submission deadline: October 9, 2026.<\/li>\n<li style=\"margin-bottom:8px\">Submission email: Please send materials to taiwancivilantifraud@gmail.com.
