Chang, Kuang-Ming, Director of the Department of Criminal Justice at Ming Chuan University aid that Hsinchu City has the highest number of fraud cases in Taiwan. According to data from December 2025, there were 79.57 fraud cases per 100,000 people, with a total financial loss of NT$39.652 million per 100,000 people.

The fact that Hsinchu City has the highest number of fraud cases in Taiwan has surprised and unsettled residents, who are worried about falling into a vortex of fraud and being unable to escape. It is worthwhile for relevant departments to study the truth and propose effective countermeasures.

He Zhiyong, a candidate for mayor of Hsinchu City and an adjunct assistant professor at National Tsing Hua University, held the “Next Hsinchu” city salon and an anti-fraud and public security discussion forum today (18th). The event brought together former legislator YU,YU-LAN, forensic expert LI,CHENG-LUNG from the Qatar Police Academy, Chang Guang-ming, Director of the Department of Criminal Justice at Ming Chuan University, CHIEN,JUNG-TSUNG, founding partner of Ying Rui Law Firm, and Lin Yu-fen, chairperson of the Hsinchu City Community Care Legal Services Association, to discuss the pain points of public safety in Hsinchu.

Chang Guang-ming emphasized that Hsinchu City has the highest level of fraud prevention in Taiwan, stating that anti-fraud policies should prioritize prevention and combine policy implementation with internet governance for thorough prevention.

Ho Chih-yung presented the “Windy City Moat Plan,” stating that it will draw on international experience to construct six lines of defense for anti-fraud and public safety to protect Hsinchu.

YU,YU-LAN pointed out that while engineers in the Hsinchu Science Park possess high incomes and highly digital skills, the “decision fatigue” and “narrow social circles” caused by the high-pressure environment make them easy targets for fraud groups.

CHIEN,JUNG-TSUNG said that if people are defrauded, they must take three steps: immediately stop the bleeding, thoroughly collect evidence, and take legal action.

LI,CHENG-LUNG emphasized that the best way to prevent fraud is to uphold the spirit of “knowing the black and guarding the white,” understanding how bad people do bad things so as not to be harmed, and at the same time, upholding justice.

He Zhiyong concluded by stating that, starting with the concept of “the moat of the Windy City,” he vowed to make Hsinchu the most fraud-resistant city in Taiwan, the most suitable city for children’s healthy growth, and the safest city for its citizens. “Hsinchu must be brave, and even more importantly, safe. Let us work together to build the strongest moat for the next generation.”
