Press Release: the Department of Criminal Justice at Ming Chuan University will hold a “Seminar on the Application and Challenges of AI in Crime Prevention” on March 20, 2026, at 9:00 AM in the International Conference Room of the Shilin-Jihe Campus (No. 130, Jihe Rd.).
For the first time, the forum will be broadcast live online (Ming Chuan University online live stream channel: https://www.youtube.com/@mcuweekly/streams). Representatives from domestic and international industry, government, and academia will participate. Industry representatives include Mega Bank, Cathay Life Insurance, Fubon Securities, and the Anti-Fraud Association. Official representatives include the National Police Agency and the Criminal Investigation Bureau of the Ministry of the Interior, as well as representatives from the High Prosecutors Office.
International scholars from the United States, Australia, and India will present their research. Taiwanese crime prevention experts and organizations, such as the Taiwan Police Academic Research Association, the Republic of China Crime Correction Association, and the Republic of China Criminology Association, will also participate to discuss core issues related to AI in crime prevention. The aim is to foster dialogue among industry, government, and academia, placing Taiwan at the forefront of AI-driven crime prevention globally.
The event was opened by Tsai,Te-Hui, former president of the Police University. Professors Chuen-Jim Sheu and Huang, Fu-Yuan, both recently recipients of the Lifetime Achievement Award from the Chinese Criminological Society, invited scholars from Australia and India to give keynote speeches. The highlight of the day was an international live-streamed forum, the first of its kind in Taiwan, bringing together heavyweight experts from industry, government, and academia, spearheaded by Chang Kuang-ming, director of the Department of Crime Prevention at Ming Chuan University. Several criminology experts from the Police University, National Chung Cheng University, and National Taipei University also participated, aiming to keep pace with the times in this AI era and utilize AI for crime prevention.
Professor Xiao-Ming Wang from the University of Houston UHD and Professor Chang Yao-chung from Deakin University, Australia, made a special trip to attend. Both professors pointed out that artificial intelligence (AI) has become a “digital shield” for modern crime prevention, prompting law enforcement to shift from a “passive response” to a “proactive warning” approach. The forum explored the integration of AI from three dimensions: predictive policing through spatial and behavioral analysis, and digital forensics performance enhanced by algorithms such as YOLOv11 and GAN. Professor Chang Yao-chung also discussed whether AI-based crime prevention is simply “old wine in new bottles.” Professor Huang Chun-neng of the Central Police University discussed the involvement of information technology.
Regarding the public’s significant concern about the progress of anti-fraud class-action lawsuits, Hsu Liang-yuan, Chairman of the Taiwan Anti-Fraud Association, will provide an update. Long Hsiang-lin, Manager of Cathay Life Insurance, Hsu Chih-wei, Senior Associate of Fubon Securities, and Tai Chi-chuan, President of Tech Orange, will discuss the current status and challenges of implementation. This cross-disciplinary international forum generated considerable interest, with Mega Bank sending ten executives to participate.
The Criminal Investigation Bureau specially assigned Section Chief Chuang Ming-hsiung, with extensive experience in anti-fraud and prevention, to share his 165 anti-fraud experience. We believe that through expert and insightful discussions, a new era of crime prevention will unfold in Taiwan.
The forum will conclude with a comprehensive discussion on “AI Applications, Tracking, and Challenges” by Dr. Liao Hsun-Cheng, Deputy Director-General of the National Police Agency, Ministry of the Interior. Dr. Liao further pointed out that “future public safety depends not only on the power of AI algorithms, but also on transparency, accountability, and human rights protection, seeking more intelligent AI-based crime prevention and utilizing technology to protect society.”
