CHEN,KUAN-HSUN , HSU,CHIA-JUI/ Local Report
The afternoon of the previous day (10), a woman in her 60s in Xizhi, New Taipei City, violated the rules by riding a micro electric two-wheeler and was stopped by the police and the vehicle was confiscated. However, she repeatedly reported that she had to pee but was not allowed to leave. She wet her pants on the spot and then asked the police if they could help with calling a taxi, but was still refused. She accused the police of being unkind in enforcing the law and humiliating her. The Xizhi Branch responded that the law enforcement procedures were in compliance with regulations, but the police lacked empathy and failed to make timely changes in serving the people. Administrative sanctions such as warnings were recorded and included in the annual evaluation records and employment references.
When riding a micro electric two-wheeler on the sidewalk, the local police immediately stopped the rider and caught him on the road without a license plate.
The police told the rider, “The micro electric bike has no license plate, so the bike will be confiscated.”
The police issued a red ticket and took the vehicle away. Even though they enforced the law, they were accused of contempt and humiliation during the crackdown.
The police told the rider, “We’ll just send you to the hospital.”
The rider, Ms. Liu, is a disabled person. She knew she had violated the rules first, so she did not shirk her responsibility and only asked the police to let her go to the toilet first.
However, the police were indifferent. After she wet her pants on the spot, the police coldly told her to think about whether to call an ambulance.
The woman, Ms. Liu, said, “I said hurry up, please, please, I’ll keep your ID, but no, the guy at the towing yard said to go to the side and dry the pants, and the law enforcement officer should have stopped him.”
The incident happened at around 3 p.m. on the 10th in Xizhi, New Taipei City. Ms. Liu complained that her multiple requests, such as help buying pants, calling a taxi, or taking a short ride, were all rejected. After the police completed the law enforcement, they left her alone at the scene.
Xu Junsheng, the chief of the Xizhi Police Station in New Taipei City, responded, “There is a lack of empathy for the assistance needs raised by the public, and the police and towing personnel have been given administrative sanctions such as warnings.”
The police said that the law enforcement procedures were in compliance with regulations, but the police lacked empathy and failed to adapt in time in serving the people. The punishment has been imposed and included in the annual evaluation record and employment reference.
Wang Po-Chi, associate professor of the Department of Criminal Justice at Ming Chuan University, analyzed, “In law enforcement, we make some flexibility while taking into account the so-called emotional law or legal reason and emotional law, without affecting the so-called traffic safety.”
Faced with this incident, public opinion has different opinions. Some scholars believe that the police must enforce the law for violations, but from the tone to the relevant handling, they should think about whether they can be more gentle and flexible.
