Organizer: Department of Crime Prevention, Ming Chuan University
Co-organizers: Taiwan Civil Anti-Fraud Association, Taiwan Police Academic Research Society
- Background
Fraud cases involving virtual assets are rising rapidly worldwide. Taiwan’s criminal justice system has gradually established mechanisms for on-chain fund flow tracking and asset freezing; however, the subsequent issue of “how to return assets after freezing or seizure” remains to be addressed. This symposium aims to foster an exchange between academic research and practical experience. We invite submissions from all sectors to jointly explore mechanisms for the tracing, seizure, and restitution of virtual assets in Taiwan and to propose policy recommendations.

- Evidentiary Aspects of Blockchain Fund Flow Analysis
Topics include minimum requirements for blockchain fund flow analysis reports, wallet attribution, data sources for risk labeling, verification methods for transaction hashes (TxHash) and fund paths, and establishing evidentiary standards for on-chain analysis results that are acceptable to prosecutors, courts, and overseas industry operators. (III) Exploring the feasibility of virtual asset restitution from the victim’s perspective.
- Exploring the feasibility of virtual asset return from the perspective of victims
Topics include the parties eligible to apply for restitution, application documents, supporting evidence, review mechanisms, and execution channels; the division of responsibilities among courts, prosecutors, law enforcement agencies, and industry practitioners; and the feasibility of establishing standardized SOPs for application, review, and restitution. Submissions are welcome on topics such as virtual asset crime investigation, cross-border asset restitution, judicial seizure, on-chain evidence, protection of victim rights, virtual asset regulation, and public-private partnership mechanisms.
